Workshop: MIM4 - a personal data interoperability standard for cities

This workshop will bring together MyData and Open and Agile Smart Cities (OASC) communities to advance the development of Minimum Interoperability Mechanism for Personal Data Management, MIM4.
Citizen data is a key element in providing human-centric public services. Open and Agile Smart Cities (OASC) explores the mechanisms for personal data protection, transparency, and trust when sharing personal data within and between cities. These capabilities are a key part of the digital transformation journey of cities worldwide. The journey is supported by common and open standards and open technical specifications like the Minimal Interoperability Mechanisms (MIMs) that more than 150 cities in over 30 countries have adopted. The objective is to have cities and communities replicate and scale data sharing solutions globally.

Vastuu Group will present its specification for MIM4 Connectivity, which approaches personal data management and connectivity through two pillars. The first pillar describes an open-source access gateway – a connector that enables multiple cities to utilise one Data Source without needing to build their own Data Sources or connectors. The second pillar is a legal framework that governs the use of connectors for data access.

Aims for the workshop

  • Share best practices for Personal Data Management, based on implemented use cases related for cities / local authorities
  • Provide guidance & co-create technical tools for cities / local government stakeholders on how to implement effective Personal Data Management

  • Introduction to OASC MIM4 Personal Data Management, Michael Mulquin (~10min)

  • Illustrative use cases with lessons learned and recommendations for cities (~10min presentation & ~10min discussion per case)
    • Use case 1: Sharing gas, water and electricity data with Ecolyo in Lyon Metropole
    • Use case 2: Automating daycare benefits in Helsinki

Workshop: A closer look at data governance and the European data strategy: the Data Governance Act & the Data Act

Open Future and Waag will organize a hybrid session on European data governance. 

During the first hour of the session, we will host two presentations.

  1. The first one will be held by Sander van der Waal, Research Director at Waag. It will focus on how data governance issues can be approached from principles that are rooted in the public good, and what to consider when designing laws and policy from that perspective of our common, public values.
  2. The second one by Paul Keller (Policy Director at Open Future) and Francesco Vogelezang (Policy Analyst at Open Future) will deal with legislative opportunities and challenges related to European data governance, specifically for the Data Governance Act (DGA) and the Data Act (DA). Each presentation will last approximately 15 minutes, followed by a Q&A session.

During the second half of the workshop, we would like to open the floor for discussion on joint advocacy priorities and strategies to explore potential collaboration on the legislative components of the European Data Strategy.
